Most server rooms and data centres build cooling solutions for peak load building the biggest system that matches the maximum heat load the facility is likely to encounter. Quite simply this is driven by the cost of incremental upgrades and the unknown of what a customer may install in the site. In shared facilities such as bricks and mortar data centres the cost of these systems and their operation is spread amongst the tenants, often regardless of the heat load a tenant may create. Unfair ? - certainly and this is reflected by the high cost of co-located in a data center. If you use more power than the data centre operator sets as their threshold (per ft² or m²) then you will need to install more cooling all at your cost !

In home grown server rooms the situation is just as difficult. Starting small and adding cooling units is a regular approach, but resulting in expensive upgrades that are disruptive an may be blocked by the building management/landlord.
